Why Organizational Tiers Matter

Our assessment framework recognizes that different organizations face different PQC migration challenges based on their infrastructure control:

  • Tier 1 (Consumer) organizations rely on vendors and focus on contractual accountability
  • Tier 2 (Operator) organizations own infrastructure and focus on feasibility and capital planning
  • Tier 3 (Producer) organizations manufacture products with long field lifecycles and face the highest complexity
